What Is VA Community Care?
VA Community Care is a federal program that allows eligible veterans to receive health care, including mental health and substance use treatment, from approved private providers when the VA cannot provide that care in a timely or geographically convenient way.
The program exists because the VA’s own facilities have limits. Long wait times, limited specialty programs, and geographic gaps mean that many veterans cannot access the specific level of care they need at their local VA clinic or hospital. Community Care closes that gap by paying for veterans to receive care at qualified private providers in their own communities.
Pennsylvania is in VA CCN Region 1, managed by Optum Serve. Optum Serve is the administrative partner that processes authorizations, coordinates care between the VA and private providers, and handles billing. When a veteran is authorized for Community Care at Provive Wellness, Optum Serve pays us directly. The veteran owes nothing out of pocket for covered, authorized services.
A 2025 update worth knowing: As of May 2025, the VA removed a secondary approval requirement for community care referrals, making the process significantly faster for eligible veterans. Decisions made between you and your VA provider no longer require a second VA doctor’s sign-off before authorization is issued. Source: VA News — VA makes it easier for Veterans to use community care
Which Veterans Near Philadelphia Qualify?
Under the MISSION Act, veterans may qualify for VA Community Care for mental health or addiction treatment under several criteria:
Wait time: If the VA cannot schedule a mental health appointment within 20 days of the preferred or clinically indicated date, the veteran qualifies for Community Care regardless of how close they live to a VA facility. Mental health wait times at large VA medical centers, including the Philadelphia VA, can frequently exceed this threshold for specialty services like PHP and IOP.
Drive time: If the nearest VA facility that provides the specific service needed is more than 30 minutes from the veteran’s home, they qualify. This matters significantly for veterans in the outer Main Line communities and western Chester County, where driving to the Corporal Michael J. Crescenz VA Medical Center in Philadelphia or the Coatesville VA can easily exceed that threshold during normal traffic conditions.
Service unavailability: If the specific service — such as an Intensive Outpatient Program (IOP) or Partial Hospitalization Program (PHP) — is not available at the local VA facility, Community Care is typically authorized. Community Based Outpatient Clinics (CBOCs) throughout the Philadelphia suburbs generally do not offer PHP or IOP, meaning most veterans who need these programs are strong candidates for Community Care authorization.
Best medical interest: If a VA provider determines that community-based care better serves the veteran’s clinical needs, they can authorize Community Care directly.
The most straightforward first step is to contact your VA primary care or mental health provider and ask about Community Care eligibility for mental health or substance use treatment. If you would prefer to start by calling us, our team can help you understand your options before you contact the VA.
What Mental Health and Addiction Services Does VA Community Care Cover?
VA Community Care covers a broad range of mental health and behavioral health services when properly authorized. For veterans in the Philadelphia area, this includes:
Intensive Outpatient Program (IOP)
IOP provides 9 or more hours of structured clinical treatment per week, typically spread across 3 days. Sessions include group therapy, individual therapy, psychiatric evaluation, medication management, and skills-based programming using CBT, DBT, and ACT. IOP works around work and family schedules and is appropriate for veterans managing moderate PTSD, depression, anxiety, substance use disorders, or co-occurring conditions who need more structure than weekly outpatient therapy provides.
IOP is covered by VA Community Care when medically necessary and authorized through Optum Serve.
Partial Hospitalization Program (PHP)
PHP provides 20 or more hours of structured treatment per week, typically 4 or more hours per day. It includes close daily psychiatric monitoring and represents the most intensive outpatient level of care available. PHP is appropriate for veterans with more significant symptom severity, those stepping down from inpatient or residential care, or those for whom IOP has not provided sufficient support.
PHP is covered under VA Community Care when authorized.
Outpatient Therapy
Weekly or biweekly individual and group therapy for veterans managing ongoing symptoms or maintaining progress after completing a more intensive program. Learn more about outpatient programs at Provive Wellness.
Psychiatric Evaluation and Medication Management
Evaluation by a psychiatrist or nurse practitioner, diagnosis, and ongoing medication monitoring as part of a comprehensive treatment plan. Covered when part of an authorized treatment program.
Substance Use Disorder Treatment
PHP and IOP programs treating alcohol use disorder, opioid use disorder, and other substance use disorders are covered under VA Community Care when authorized. Provive Wellness uses an integrated dual-diagnosis model that treats substance use and co-occurring mental health conditions simultaneously.
The Service & Unity Program
For veterans and first responders, Provive Wellness offers the Service & Unity Program — a six-week, trauma-informed group curriculum covering acceptance, emotional processing, grounding, identity, values, and committed action. This specialized programming is available within our VA CCN-covered PHP and IOP levels of care.
Areas We Serve on the Main Line and Philadelphia Suburbs
Provive Wellness is located at 489 Devon Park Drive in Wayne, PA, on Philadelphia’s Main Line. We serve veterans throughout the region, including:
Wayne, Devon, and Radnor Township
Wayne is the home of Provive Wellness and sits at the center of Delaware County’s Main Line corridor. Veterans in Radnor Township, Devon, and Berwyn are within a short drive of our facility, making daily PHP or IOP treatment practical without a long commute.
Paoli, Malvern, and Western Chester County
Veterans in Paoli, Malvern, Frazer, and Exton are roughly 10 to 20 minutes from Provive Wellness via the Main Line corridor. The Coatesville VA Medical Center serves Chester County veterans, but it does not offer specialized IOP or PHP programming. This service gap makes Community Care authorization highly accessible for veterans in western Chester County who need structured outpatient treatment.
West Chester and Downingtown
West Chester, the county seat of Chester County, has a significant veteran population. Veterans there face a meaningful drive to either the Philadelphia VA or Coatesville VA for specialty behavioral health services, which positions them well for Community Care eligibility. Provive Wellness is approximately 20 minutes from West Chester via PA-30 or US-202.
King of Prussia and Montgomery County
King of Prussia and surrounding Montgomery County communities, including Norristown, Conshohocken, and Ardmore, sit within 20 to 30 minutes of Wayne. Montgomery County veterans seeking IOP or PHP have limited local options within the VA system, making Community Care a common and practical pathway.
Delaware County
Veterans in Media, Newtown Square, Springfield, and Swarthmore are within 20 to 30 minutes of Provive Wellness via I-476. Delaware County has a substantial veteran community and limited access to VA-operated outpatient specialty behavioral health programs in the area.
How to Get a VA Community Care Referral in Pennsylvania
The process is more straightforward than many veterans expect:
Step 1: Contact your VA provider.
Call the Corporal Michael J. Crescenz VA Medical Center at (215) 823-5800, the Coatesville VA Medical Center at (610) 384-7711, or your existing VA primary care or mental health provider. Request a mental health evaluation or referral. If you do not have an established VA provider, call the VA main line at (800) 827-1000.
Step 2: Request Community Care for IOP or PHP.
Tell your VA provider that you are interested in mental health or substance use treatment through a community provider in the Wayne, PA or Main Line area. Ask whether you qualify for Community Care under the MISSION Act based on wait time, drive time, or service unavailability.
Step 3: Receive your Optum Serve authorization.
Once approved, Optum Serve will issue a written authorization specifying the provider, program type, and authorized dates of care.
Step 4: Call Provive Wellness.
Call (610) 947-0800 with your Optum Serve authorization number. Our admissions team handles VA Community Care authorizations regularly and will schedule your intake, coordinate billing with Optum Serve, and walk you through every step of the process.
Important: Do not begin treatment before receiving your Optum Serve authorization. Services rendered without prior authorization are typically not covered by VA Community Care.
Would you rather call us first? That is completely fine. Our team can explain your options, help you understand whether you likely qualify, and guide you through the steps before you contact the VA.
